CENTER AGAINST SEXUAL AND FAMILY VIOLENCE

MISSION STATEMENT:

CASFV's mission is to confront and prevent domestic violence violence and sexual assault in all their forms by advocating for safety and justice through intervention, education, and community collaboration.

PROGRAM NAME & DESCRIPTION:

The Center Against Sexual and Family Violence (CASFV) is the only agency serving the tri-county region of El Paso, Hudspeth, and Culberson that provides comprehensive services to survivors of sexual assault and domestic violence. CASFV serves women, men, and children without restriction based on gender, age, race, socioeconomic status, or sexual orientation, recognizing that domestic violence and sexual assault can impact anyone.

Each year, thousands of survivor’s access CASFV services, including:

Emergency Shelter (ES):
Open 24 hours a day, 365 days a year, the shelter provides safe refuge for survivors of domestic violence and sexual assault, including women, men, and children. In the last fiscal year, more than 775 adults and 408 children utilized this service.

Crisis Hopeline:
Available 24/7/365, the Hopeline responds to calls related to sexual assault and domestic violence. Services include safety planning, referrals, and coordination with hospitals and law enforcement. In the last fiscal year, more than 6,000 individuals received support through this service.

Family Resource Center (FRC):
This non-residential facility offers a wide range of services, including advocacy, a food pantry, support groups, counseling, therapy, clothing and furniture assistance, GED and ESL programs, and rental assistance. In the last fiscal year, 2,322 adults and 546 children were served.

CASFV also provides prevention and intervention programs for adults and teens, support groups, legal advocacy, and community outreach.

HOW WE’LL USE THE FUNDS:

CASFV will use these funds to update an outdated, more than 20-year-old security system at the Family Resource Center and to support planned security improvement projects at the Emergency Shelter. Maintaining secure, well-functioning facilities is essential to ensuring that survivors can safely access critical, life-saving services.

A key priority is strengthening controlled access systems, including electronic ID-based locking mechanisms, to better regulate and monitor entry points. These improvements will help ensure that only authorized individuals can enter designated areas, reduce the risk of unauthorized access and enhance overall safety.

Proposed upgrades will:

• Improve reliability across secured entry points.
• Reduce the risk of unauthorized access incidents.
• Strengthen real-time monitoring capabilities for staff.

Together, these enhancements will support CASFV’s mission by reinforcing a safe, stable, and secure environment where survivors can begin healing and rebuilding their lives.
